Hi Zi Han , I would think that this story , if detective based , would turn out to be maybe a man hunt , which would explain your purpose in showing the map of the entire big city .
It could be possible that an alien or enemy invasion is oncoming, and the dark sky signifies the gloomy atmosphere. Something disastrous could also have happened.
I think that the cops are chasing some criminals all around this place, but they were chasing each other in an exciting way, filled with all the actions and movie-like scenes.
